Do scanners need a Google account?

Not if sharing is set to "anyone with the link". With restricted sharing, they'll be asked to sign in - fine for internal binders, wrong for public flyers.

PDF or live Doc behind the code?

A live Doc stays editable and always current; a PDF renders more predictably on every phone. For public-facing material, many teams keep a PDF that they overwrite in place.

Can I change where the QR code points after printing?
