Can drivers scan a highway billboard?
No, and don't design for it - that's a safety problem. Codes belong on boards with stationary audiences: transit shelters, platforms, street furniture, gas stations, walkable urban boards.
How large should the code be?
Rule of thumb: code width of at least one-tenth the scan distance. A code scanned from 10 meters needs to be about a meter wide. Bus-shelter formats need far less.
Can I change where the QR code points after printing?
